This white paper describes how to use the CMII/IPE model to achieve enterprise-wide configuration management (eCM) and integrated process excellence (IPE). IPE is achieved when core business processes are fully integrated and automated and resources being spent on intervention are approaching zero. This white paper also describes the functionality needed from enabling PLM/PDM software tools. It describes what is needed versus what is commonly provided. It is largely a matter of emphasis. This white paper describes the functionality that is most important to those implementing CMII/IPE.

After years of reform, there is still no trust in the Defense Acquisition System's ability to determine what needs to be procured, or predict with any degree of accuracy what things will cost, when they will be delivered or how they will perform. Since the mandatory operational requirements were established in 1975, the problems have been ongoing. Many efforts to reform the system have resulted in only minimal improvements. This white paper serves to identify three areas in which the acquisition system is seriously deficient. It also describes how those deficiencies can be eliminated and make the overall system perform as intended.
